Obviously it's not a location that screams 'neutrality,' but I'm not sure what does, these days. I am interested in shifting perceptions of what the Malfoy name stands for, though. I'm sure you relate.

I don't think it would serve as a permanent HQ, but it's an option for the time being, since the school has to go back to being a school.
