He did not try to get Weasley to not use his broom. Trying would have involved saying "Look Weasley, I've gone and jinxed your broom like an arse, so if you use it you're going to crash into the ravine and we're going to come in last place."
All he did was say something like, "Oh, maybe you had better not, yeah? Want to use mine instead?" Which of course Weasley, being Weasley, took as a slight against his own Silver Arrow. As did everyone else.
